HttpPurgerSettings class does not [error] correspond to an entity type

In Drupal 8.7.1, our build gets this error:

Failed: Drupal\Core\Entity\Exception\NoCorrespondingEntityClassException: The Drupal\purge_purger_http\Entity\HttpPurgerSettings class does not    [error]
correspond to an entity type. in Drupal\Core\Entity\EntityTypeRepository-&gt;getEntityTypeFromClass() (line 98 of
/.../web/core/lib/Drupal/Core/Entity/EntityTypeRepository.php).

Could this be related to Support for automatic entity updates has been removed → ?

I have never seen this error before and I cannot seem to reproduce it now either. Please provide more details on how to reproduce this issue: what's your current version of Drupal core and any purger related modules? What modules are currently installed on the site? If this happens during a config import, what changes are being imported and which modules are being installed?
