The emergency module allows you to override the normal layout and content of your site in the event of an emergency. It is primarily designed for institutional websites (such as universities), but could be used by any site that needs to broadcast urgent information to visitors.
I have begun porting the code on my local machine to learn how to convert a module from 7 to 8, but the code is not in a repo yet. If I hear back from the module maintainer, I'll commit it to a dev branch, otherwise I may create a Github project for it.

Not online yet, but I have started the conversion.
Unknown. I'm new to Drupal 8.
None
So far, just me.
It'd be a big help if the module maintainer would create a 8.x-0.x-dev branch.
The module is really small, so if someone can convert it quickly or help out in any way it would be completed sooner.

I got a basic start using drupalmoduleupgrader → and the Converting Drupal 7 modules to Drupal 8 → guide.
