After upgrading to Drupal 7.67, I could not subsequently build my site in a fresh environment. I got the error:
PHP Fatal error: Class 'TYPO3\PharStreamWrapper\Resolver\PharInvocationCollection' not found in /path/to/docroot/misc/typo3/phar-stream-wrapper/src/Manager.php on line 98
Upgrading to both 7.62 and 7.63 went without a problem. The error described here did not affect me: https://www.drupal.org/project/drupal/issues/3026386 → . When I look at my upgraded version, I can see that the patches recommended have been applied to TYPO3 (docroot/misc/typo3/drupal-security/PharExtensionInterceptor.php)
I have tried updating with Drush and manually. Both present the same issue. Locally, everything appears to be fine but drupal site installation in a fresh environment fails 100% of the time
