Allow content authors to define location for long description in CKEditor image plugin

Problem/Motivation

There's a sandbox project that demonstrates some changes we could make to allow our content authors to create more accessible content.

One of the changes the sandbox is proposing is allowing content authors to define a location for a long description. Long descriptions are visible on the screen since they can be useful not only for screen reader users but for users with other kinds of disabilities. For example, a person with learning difficulties can find it hard to process a diagram and would prefer to read an explanation of the content of the diagram.

Proposed resolution

Add a select box allowing to define the position of a long description. This adds an attribute to the image. Based on the attribute a filter will add text to the alt text in the correct language.
