The settings parameter was removed at some point from the backend constructor, so this shouldn't be an issue anymore
The error is

The fix is to change https://git.drupalcode.org/project/memcache/blob/8.x-2.x/README.txt#L185 and add '@memcache.settings' at end of the arguments array.
