Is not possible set user role permission in every page and variant

I am newer in Drupal. I've created a page using Page Manager module. But when I try to set access permission in that through the options: page access or selection variant isn't possible because "User Role" option doesn't list in the select list field. It shows just follow options: "language", "current theme", "request path" and "webforms". I tried to replicate that error on the simpletestme, but there it works fine. The option " User Role" appears listed on the select list field. I already reinstalled the modules: Ctools, Page Manage and Panels but the problem doesn't fix. Please someone can help me?
