When Seven was removed from core the code changed to use Claro instead of Seven. I am updating the title and IS.
There's Claro specific code in the Shortcut module which makes it hard for other themes to render the shortcut action link. Shortcut module sets a theme setting third_party_settings.shortcut.module_link on module / theme installation to Claro theme. Since hook_modules_installed isn't triggered in themes, the only way to make this work is to always add the configuration in the theme, ignoring the fact that shortcut module might not be enabled.

Find an alternative approach that allows properly rendering action links in other themes than Claor.
