Formatted text element has extra margin in off-canvas

This came up as a daily bugsmash triage issue

Reviewed with @mstrelan and @acbramley and it was pointed out we don't uses stable anymore, so does this exist in stable9?

Made the assumption for the steps using layout builder and creating a custom block. I did not see the issue from the screenshot.
