Decide what to do with css-mqpacker npm package is not maintained any more

We are using css-mqpacker npm package which is no longer supported. See https://www.npmjs.com/package/css-mqpacker.

However, we do like the functionality of this package.

Not sure for now. Until it works we can keep it. If it starts breaking in one point we would either need to remove it or find a replacement.

Investigate are there any performance or other benefits of grouping media queries. For sure it makes a generated CSS a bit smaller. If there are no other benefits and size gain is small not let us remove this package.
If there are benefits lets keep the package and try to find some replacement.

Good I checked this one more time before starting implementation. I finally figured out that css-mqpacker is not depreciated but it is not using npm package registry any more. Why this is not explained on https://www.npmjs.com/package/css-mqpacker I have no idea. Anyway more info about this is in https://www.drupal.org/project/bs_base/issues/3324508#comment-14895049 📌 Update node libs to latest versions Fixed - we will update css-mqpacker there so we can close this issue.
