Content moderation's moderation state control isn't displayed in the right place when cloning

Problem/Motivation

When the core Content Moderation module is enabled, and Quick Node Clone is used to clone a node, the moderation state control is no longer immediately preceding the save controls.

Here is the normal positioning on creating an article

similarly for editing an article

However, when cloning an article, the moderation state control moves out of the footer, and in to the field widgets.

It should be displayed in the same place as for creating and editing content.

Note whilst this sequence shows a relatively mild form of the bug, in the site where I encountered the issue, there were multiple additional fields on the Article content type, and the moderation state appeared in the middle of them. I have replicated here using Standard instead to make it easier for others to replicate the bug.

Return the moderation state control to the footer.
