Clarify language about removing maintainers at their own request

Problem/Motivation

The core governance mentions that any committer may commit a patch removing another maintainer at their own request. However, this is currently buried at the end of a bullet about adding subsystem maintainers, leading to the question "What about everyone else?"

Proposed resolution

Move it to its own bullet so it's more clear.

Still looks good and straightforward. I fixed one more thing on commit. The #href reference did not exist. I think it was meant to link "core committer" to the definition, so did that instead.
