Views filter 'Has new content' displays 'new' nodes only for guests

I have a views block displaying new content using the filter 'Has new content'.
This works fine for guest visitors but for logged-in users (even admin users) no nodes are displayed. Even no change when I disable SQL rewriting at the query settings.

    I tested this today with Drupal 11.x, and devel generated content and users. I created a block with 'has new content' and set it to appear on all pages. New content was correctly shown in the block for an admin user, a 'content editor' and the anonymous user

    Therefore, closing as outdated. If you are still experience this problem, re-open the issue and provide steps to reproduce the issue starting from "Install Drupal core"?
