File downloads restricted in disabled language depending on browser language

Context:

Drupal 8 installation with languages:

DE is allowed for all users incl. anonymous. EN is restricted to admins.

When an anonymous users accesses a file path it happens that he gets a "Access denied" based on the browser language. The path is both the same, the only difference is the browser language header:
https://www.example.com/system/files/media/document/xyz.pdf
DE => PDF downloaded
EN => Access denied

Of cours there should be no difference between both, if he's on the German page.

This MIGHT be a core problem, but perhaps it's a problem on how this module works?

I believe the fix 🐛 Problems when some module uses node_view for index nodes Fixed applied on 2.x will also solve this problem, since now there is a way to disable verification a list of routes, as mentioned in this comment https://www.drupal.org/project/content_language_access/issues/2672542#co... 🐛 Problems when some module uses node_view for index nodes Fixed . You will be able to include "system.files" in the list of routes in the configuration page.
