Change country name for North Macedonia

In Africa "Congo - Brazzaville" should be "Republic of the Congo" and "Congo - Kinshasa" should "Democratic Republic of the Congo." This patch updates the locale list

There is a D7 issue with a broader scope about updating the country list here: 🐛 Missing countries in _country_get_predefined_list Needs review . I think that it will be the best to incorporate all these changes to the one issue, so that we will not end up with 10 commits updating the same list.

Unfortunately, I cannot guarantee that it will be possible to make such a change in this D7 phase. We will need to consider it carefully, see also: #2666186-13: Missing countries in _country_get_predefined_list → . Thanks!
