I think this was fixed in #3156244: Title variable isn't set by Syndicate block - so the link text is an unfinished sentence → . And now the title text is configurable, #3276108: Allow the RSS Feed block's title to be customized by user →

If you are experiencing this problem on a supported version of Drupal reopen the issue, by setting the status to 'Active', and provide complete steps to reproduce the issue → (starting from "Install Drupal core").
