While it would be nice to tidy the codebase this is not necessary to the functionality.
There are multiple adjustment process plugins that have developed to fill a certain need at the time. However, they should be looked at again with a goal of simplifying them as well as making sure they all have tests.
This is postponed until all the order and order item issues for Commerce and Ubercart are committed.
