Notification only sent if node author has also commented on node

Problem/Motivation

Even if the author has "Receive content follow-up notification e-mails" enabled and for "Receive comment follow-up notification e-mails" has selected "All comments" they do not receive email notifications on new comments published until they themselves have commented on the node.

Steps to reproduce

  1. Configure a user to have "Receive content follow-up notification e-mails" enabled and for "Receive comment follow-up notification e-mails" select "All comments"
  2. Log in as that user and publish a node with commenting enabled.
  3. Log in as a different user with commenting permissions.
  4. Publish a comment on the test node.
  5. Using Maillog or a site configured to send emails, check if an email is sent to the author as intended

    I've tried recreating this issue using Drupal 10.1.5 and Comment Notify 8.x-1.x and was unable to. The email notification was sent to the author of the node when another user commented on it, even without the author first commenting on it.
