Add a UI to allow configuring the enabled visibility plugins

@larowlan does this mean creating a UI for the entity_bundle visibility for instance?

That UI exists I think, just need to enable the available plugins in the settings file manually at the moment.

So this would be an admin settings page to make editing that through the ui possible (instead of via the yml file)
