Content lock not working for business user and site owner are editing same node at the same time

I logged in as site owner and trying to edit business user node and at the same time (another tab) I logged in as business user and editing same node then time content was not locking. Business user can able to edit content.

I tried this again on a fresh site following the steps but not able to reproduce this issue.

If still happening please reopen.
