Move display related settings from manage fields to manage display and add options

This is a follow-up of #2848794: Allow to have the first column as header instead of first row → for D8.

All settings related to displaying the field data should be moved to the field formatter. Currently, this is only "Ignore table header". Ideally, some settings under "Manage display" settings should be allowed optionally to be overridden per individual table (permission-based). It is wise to study a generic solution to do that first.
