Functionality to leverage the message module to create message entities on transitions to specific roles (as opposed to emails, or in addition to the mail functionality) seems better to be added in this module rather than a new module.
I will be exploring how this could be accomplished, any feedback or thoughts would be appreciated.

It's likely this issue predates Contrib.social: some issue and comment data are missing.
I arrived here while trying to understand if content_moderation_notifications module was bounded to use emails ("content_moderation_emails") or it provided a generale message that could be delivered with email/sms/telegram/OSnotifications/etc.
Looks like the former, right?
