Permission to add or place a certain portlet plugin type

Let's see what we can do about this in 3.x.

Another idea might be to have separate permissions per Portlet Plugin to restrict certain users from adding certain portlet types?

This isn't a feature we currently need, but happy to review MR's or provide this as sponsored development.

We should consider adding this as separate submodule then? Like layout_paragraphs_permissions or other modules do.
