Actually, this is a support request asked for the Drupal 7 release of the module.

✨ Provide pre-sync accounts facility Active would provide a way to create accounts which do not exist on the child sites, when the module is installed.
The Drupal 7 version of the module is no longer developed, so the answer for Drupal 7 is no. If you are still using the module on Drupal 10.5 or later versions, that issue could make it possible, once it is fixed.
