Add support to allow access to associated files

We needed to add support for related files. We allowed this by adding cookie support. I was thinking we needed to set the header in hook_file_download() but we this actually did not work because the editor module denied access here and went back to the entity view. Though without that module it would still be necessary to do the hook_file_download() change to grant access. So maybe we still want to do that?
