No redirect data when redirecting to a file.

This is a bit of a tricky issue.

Client needs to use the Redirect module to redirect from old file path to a new file path (document, image, etc).

Using Decoupled Router I can see that the Redirect can be found in the RedirectPathTranslatorSubscriber, but when it passes back to the RouterPathTranslatorSubscriber it can't find a valid router match and therefore throws an exception.

Ideally, the redirect meta data would still be passed back to the frontend so that the client can interpret the response on it's own.

Will try for a patch, but I'm not sure the best way to resolve this issue.
