In my use case, the live servers are using the mod_geoip Apache module to get the location but Smart IP can not be set to use this as a primary source.
Further more, for development we need to use a service (such as IPInfoDB.com).
It would be nice if there wasn't a distinction between the sources. Ideally it would be possible to select the order of the fallbacks using the draggable tables API. As a mock-up, it would be similar to the following:

Drupal 8 & 9 are no longer supported. This version of the module this was opened against only supports these earlier versions of Drupal. If this is still something you want addressed in the current 5.x version of the module, please update and provide some next steps.
