Allow skipping process and row with SkipIfMatches process pugin

Just like \Drupal\migrate\Plugin\migrate\process\SkipOnEmpty allow skipping row in SkipIfMatches as well and we can set an optional message on \Drupal\migrate\MigrateSkipRowException.
