The 4.0.x branch requires at least Drupal 9.4, which means the support for PHP 5.3 has been already dropped.
Our stream wrapper could implement Drupal\Core\StreamWrapper\PhpStreamWrapperInterface::stream_truncate().
It currently does not.
Implement Drupal\Core\StreamWrapper\PhpStreamWrapperInterface::stream_truncate() with tests.
