Enable/disable protection by server name

We have a need to enabled/disable protection for specific host names.
Use case:
we are using a clustered environment. Individual hosts in the cluster are accessible directly, but we do not want to expose them to prevent indexing by search engine, content duplication etc.
We would like to be able to define a list of host names that will be enabled/disabled.

    I am moving this issue back to "Active" as the attached patch has nothing to do with the original request.

    With Drupal 7 being EOL, I am moving the request to the 1.x-dev version.
