Limit merge to certain entities

This probably doesn't come up much, but I get errors from a conflict with a custom entity module.

As a safety check I think the merge link should only be created for translatable/content entities (vs. config entities). Custom block type definitions (/admin/structure/block/block-content/types), for instance, probably shouldn't be mergeable.
