So I'm not sure if this is a 100% for sure thing in all cases of route:nolink so maybe some other creative solutions can be thought of, but in the following use case one most definitely needs a tabindex attribute on the link which is created by the LinkGenerator class.
In menus, when you make a top level menu link with route:nolink, it is not output with a tabindex=0 attribute, so the menu will never gain focus with keyboard navigation.
