Forums hard-codes the comment_forum comment field, but doesn't validate it

Problem/Motivation

Steps to reproduce:

1. Enable forum module
2. Add the taxonomy_forums vocabulary to the 'article' content type
3. Post an article in the forum
4. The article won't show up

5. Now add the comment_forum field to articles
6. Articles will now show up in the forum

Proposed resolution

Either require the field somehow or refactor ForumManager to work with different comment types.

Forum is approved for removal. See #1898812: [policy] Deprecate forum module for removal in Drupal 11 →

This is now Postponed. The status is set according to two policies. The Remove a core extension and move it to a contributed project → and the Extensions approved for removal → policies.

It will be moved to the contributed extension → once the Drupal 11 branch is open.
