Cannot upload images in a non-latin language UI

I cannot upload any images when User interface language is Russian.

Steps to reproduce:

Expected result:
The media entities are created.

Actual result:
Error message is output.

File images.jpeg exceeds the maximum file size of 32 МБ for media type Изображение exceeded.

The issue appears again. Here is a little rework of format_size.
Please, reopen the issue and review the code.
