If site is monolingual - both modules are possible.
If site is multilingual and configuration has to be different in different languages - config_pages.
If site is multilingual and configuration is the same in different languages and need just translate it - site_settings.I think this sh/c/ould be part of the project page, @scott_euser.
And it should be outlined here one more time how supportive and community-embracing your awesome attitude is in here as project maintainer. Very much appreciated! And a good example how it should be handled which I would love to see in other issue queues. Heads up! +1

This module enables the use of Entity Construction Kit (ECK) entities as global, site-wide setting entities. It's an alternative for modules like Site Settings and Labels or Config Pages.

Thanks! Added reference to https://www.drupal.org/project/eck_site_settings → on the module homepage. Unsure completely how it differs other than using ECK as a base. Perhaps it was created before noticing the 2x version of this module (since 2x also uses entities, manage display, etc).
