Invalidate Block Plugin Discovery Cache on Save

Problem/Motivation

Presently when a new quick tab is created you have to go manually flush all of your system cache to embed it either through the block UI or layout systems like panels. This is because the block plugin discovery results are cached. But clearing all of your cache for the sake of one small portion of the cache is inefficient and not often feasible on larger sites. Additionally you may want to allow site builders to add tabs on demand, but may not want to let them clear your system cache.

Proposed resolution

Invalidate the block plugin discovery cache on save. This will force Drupal to rebuild the block plugin list and should make the entities instantly available to use.
