This works today, I think it can be closed (with appropriate attribution) and follow-on tasks created for anything else that needs to be done.
The main use case that's been identified for Layout Library is the ability to select a pre-defined display and apply it to content.
The selection should be stored with the node. When the display selection is changed, it should create a new revision to the content, allowing the user to revert and not lose any inline blocks they had created.
If there have been no overrides to the individual content display, then changes to the pre-defined display should update the content display.
Here is a mockup of the add form in the settings tray, using Layout Library:
The MVP for the field is a select list with stored display library names.

The change is currently missing an automated test that fails when run with the original code, and succeeds when the bug has been fixed.
