Add the option to require if the user does not have a certain role

The original request was to add a feature to ignore the Admin user 1. Another use-case would be to ignore if the user has a role the field required role and another role that should bypass the field required.

I have a situation where a user has both a member role and site editor role. I want to force the member role to make a selection. But if a user has both a member role and the site editor role, I want the user to be able to bypass the required field because they have the site editor role.
