It should be made clear that the Chat is covered by the Drupal Code of Conduct.
There should be a procedure in place for issues with the CoC that people know and can easily follow.
When signing up, or logging in, you should agree, again, to the CoC explicitly.
A diverse group set up, who are a point of contact for CoC related issues, and it made clear how to contact them directly.
The Community Working Group asked if they are willing to act as the final escalation point for any issues that can't be solved in the chat.
Add CoC agreement.
Make group.
Advertise group.
Contact Community Working Group.
