Shipping costs on order total after promotion

Calculate shipping costs on the order total after the promotions.

For Example: Shipping = 0 euro for order above 35 euros.
The order total before discount is 36 euros, so shipping is free. But there are promotions / discounts so the new order total after the discount is only 33 euros. So they should pay the shipping based on the conditions.
Shipping is calculated on the 36 euros instead of the 33 euros.

Anyone a solution to fix this? Possible to choose if the order total condition is with or without promotions?

    I'm facing this issue as well. And I can reproduce this consistently.

    Here is one finding: This issue only appears if the promotion affecting the product price is set to Only show the discount on the order total summary. Setting it to Include the discount in the displayed amount fixes the issue for me. But since I want the first of the two settings, this is not a viable workaround for me.
