This document should be more ascii friendly. There shouldn't be smart quotes to "'" or even though they creep in so easily. This is a trivial change. Just trying to start the community involvement with something simple.

#3327844: Convert governance docs to markdown, redirect d.o page to Gitlab UI as canonical version → just landed, which makes this issue moot I think. Closing duplicate of that one. Will transfer your issue credit there.
