Allow altering error links for inline_form_errors

inline_form_errors generates error links at the top of a form, with href set to the IDs of the relevant form items. However, for the use case whereby e.g. a select element may consist of a hidden select tag and styled div or ul, the select tag will have the ID that the error link links to. In this case, the link won't jump to the item.

It would be good to be able to alter the $error_links, to e.g. change the href to a custom form element wrapper ID.
