CKEditor break quotes

Hello. On the forum I made a quote using the quote module. The quote + CKEditor 4.8.0 bundle works fine for the admin, but does not want to be anonymous.

When you click on a quote, a new page opens with a quote, But ckeditor removes the quote. If you quote using plain text, it works.

What I tried:
1. Looked at the rights of the Anonymous / people / permissions and gave all the rights, same as the admin, at all points (just for the test I allowed everything at all)
2. moved everything to pure Drupal from scratch.
3. in the text formats filtred html specified quote.
4. In the module settings, ckeditor did not find any settings for the admin or for the anonymous user.
5. config.allowedContent = true; - not work

Tell me, please, what to do?
