Where did you put the css please in the theme?
I have the same problem, that the cookie banner with every refresh arises again.

Description
Cookie banner appears after every page refresh but I guess this is not how it should work, cookie acceptation should accept this information for that exact connect/page visit of user and do not show it again and again repeatly.
Situation example:
1. User visits the page
2. Cookie information banner with accept button appears
3. User click on "I accept", and information banner disappears
4. User clicks on link through that page or just refresh the page and the information banner appears again
Question
My questions is, is that desired function of this exact module, or is it just broken?
If this is desired function can you recommend me some other cookie compliance Drupal 7 module, or some solution how can I change the way it works?
