Seems to me like this is just an unnecessary restriction. If a site builder thinks letting anonymous users create saved searches without notifications is a good idea, we should just let them do that.
I'm not 100% sure, but I don't think there's actually a use case for letting anonymous users create saved searches if notifications are disabled (i.e., no notification plugins set on the type).
Do we want to actually hard-code this in the module, or is that pointless since admins can set it up like this anyways (or can decide against it, if they do have some other use case).
