Improved theme suggestions for exposed forms / filters

It is challenging to theme exposed filters (aka exposed forms for filtering views) and this module is probably a good place to put improvements.

Also note that $form_id in the alter is always == 'views_exposed_form' for any exposed form and $form['#id'] is actually where the name of the block is (e.g. "views-exposed-form-block-1"). Not obvious!

Twigs such as views-exposed-form--MY-VIEW-NAME.html.twig may work as well. (as noted here on a thread mostly about 7)

Here is a re-roll of #24 against 1.0.0.

Also, I added a couple of guard conditions for fieldset suggestions since recently we faced these warnings on one of our projects.
