Provide a single command to un-install after installing with single command

Problem/Motivation

A follow up to #2911319: Provide a single command to install & run Drupal . In that issue I asked if there was a corresponding uninstall command being considered. dawehner responded, and suggested moving that to a followup.

The goal of this issue is to provide a uninstall command to remove what is installed by the new single line install command.

Proposed resolution

Create a new command to uninstall Drupal.
