I've created an order with a billing and shipping address in Australia and there's a $0 VAT line item which is added by Avatax even though VAT is only applicable to situations involving the EU. This could be confusing to customers in Australia who have never heard of VAT.
VAT should only be added when applicable OR there should be an option to not add VAT line items when they're $0.
