Give more accurate feedback when canceling a plugin setup

I suspect operations may have change a bit since this issue was opened, we don't seem to do the "setup token than setup recovery codes" that is done in 7.x.

We can however still create issue by canceling the setup a of a plugin, including recovery codes which gives a misleading error message.

Ah I see the 'new only' and only if its with a plugin that isn't the default.

Looks like we might have some broken code there in 1.x, that can be done in a followup and this issue itself can fix the text.
