Patch #6 fixes our issue.
Once tests are added I'd recommend moving this ticket into RTBC.
The expectation is that this would work like nodes, taxonomies where if you re-run the yaml content import, it just updates existing user entities. Instead it tries to create them as new entities, thus resulting in errors.

The change is currently missing an automated test that fails when run with the original code, and succeeds when the bug has been fixed.
