Extend permissions by edit and create permissions for related nodes

The ability to allow people to see nodes that have terms assign to them, but not create/edit nodes with those terms.

For instance: I want to limit events assigned the program term to only be created/edited by program editors, but allow teachers to view those events in their calendar.

Existing patch

I have attached an existing patch for a separate module from user duozersk → for this feature. This patch lacks automated tests and correct spelling. This patch can be used as a starting point. Furthermore I have attached a screenshot as a suggestion for good UX.
